Alright, how would you bring back: Ra's Al Ghul and the League of Shadows Jonathan "The Scarecrow" Crane Carmine Falcone Mr. Victor Zsasz Richard Earle Any of the Arkham Inmates
Feel free to speculate. This can be whenever you think they'll return (or not return). I will join this discussion with my ideas after I see Batman Begins on Friday.

Ra's Al Ghul and the League of Shadows - If I'd bring Ra's back (and that's a big "if"), I'd either have the Lazarus Pit involved, or that I'd simply have Ra's show up...if Nolan wants to keep it "clean" and "realistic", they can have simply Ra's show up and have comments about "theatricality and deception", and about his "supernatural methods". The League of Shadows could be any where, sleeper agents, so I don't think an explanation is needed for them, if they show up... Talia should be involved if Ra's makes a return. Jonathan "The Scarecrow" Crane - This should be rather easy either way they go...he could be pressured by the Joker (who, apparently, was in Arkham, given a daily dose by Crane) into creating his own type of gas...and then killed off. He could show up and reign terror at the start of the film, and then be caught by Batman...whatever way they go about it, he's alive and at large, so it shouldn't be a problem... Carmine Falcone - Don't know how I'd have him back exactly...possibly he'd have something to do with the Joker's trial, and Dent's acid trip? Mr. Victor Zsasz - Serial killer who works on his own at the start of the movie and is caught by Batman, or that his own plot somehow ties into the main plot of the film. Richard Earle - I probably wouldn't have him back... Any of the Arkham Inmates - Depends who was in there. Don't know.

Ra's Al Ghul: (If he returns, Batman 5) Bruce becomes enticed by a young woman named Talia. They soon become very close when all of sudden she asks that she asks that Bruce (along with Alfred) accompany her when she visits her father overseas, who turns out to be Ra's Al Ghul who has spent the last few years rebuilding the League of Shadows.
Carmine Falcone:(Batman 2) Follwing the fall of the narrows, Falcone's trial got lost in the shuffle and he was released, where he resumed his spot at the top of the mob in Gotham. The late D.A. Finch is replaced with a young up and comer, Harvey Dent who continues the investigation into Falcone.
The Scarecrow/Johnthan Crane: (Batman 3) Johnthan Crane is finally captured by the Batman and returned to a cell in Arkham where he sits across the Joker.
Mr. Zsasz:(Batman 2) Zsasz was returned to Arkaham where he eventually breaks out of, and is hired to assist the Joker in his attempts to take over Gotham's underworld.

Alright, I saw it. Here's my two cents....
Ra's Al Ghul: Introduce Talia. Have her do some crime fighting in Gotham and then have her get "kidnapped." Batman tracks down where her kidnappers were headed and tracks them down in a desert base. In the base, he reunites with Talia...and then hears a familiar voice. He turns to find Ra's Al Ghul. Everything is revealed to Batman. Talia is Ra's's daughter. Ra's is alive because of the Lazarus Pit. Ra's wants Batman to be the heir to the throne. Introduce Bane as Ra's's most loyal servant and protege. Named after the "bane of humanity," Ra's has put Bane as his right hand man in an Ubu-like role (not like Ken Watanabe's role as a decoy). Yet Ra's does not find Bane worthy enough to be his heir compared to Bruce Wayne since Bruce is the only man to have ever beaten him. Bane himself has been raised for too long as a puppet while Bruce has thought for himself, yet, in Ra's's eyes, is young enough to conform. Anyways, Ra's has this big plan for Gotham. Something good. I dunno, which. Something maybe on a grander scale than BB. Just as long as the introduce the fundamental parts of Ra's. I'd also use Ra's's famous "Detective" line as kind of a mocking nickname on Batman when Batman rejects Ra's. Wouldn't you ALL love to hear Neeson say "Detective."
The Scarecrow: I agree with Ripper, EXCEPT when it comes to killing him off. There's still much more you can do with the character and, IMO, villains' deaths should be ambiguous (i.e. like Ra's). Instead, I'd end their partnership with something like this (inspired by a scene from Knightfall): the Joker Venom is successful. Joker has no more use for Crane. So Joker's about to use the Venom on Crane when Crane sprays him with fear gas. Joker starts coughing and starts screaming and all....and then starts laughing, dropping the act. He starts beating the crap out of Scarecrow and says "I'm insane. I don't fear ANYTHING!" and right before he's going to kill him...Batman barges in. To escape him, Joker runs off. Batman rescues Scarecrow basically. The rest of the film is Batman visiting Crane (ala Hannibal Lecter or Julian Day in TLH) to find out more about Joker's plan. The next time he's brought back, he's the main villain. He's in full Scarecrow garb and he's really into it (black fedora hat and black clothes. It would fit well with that mask of his). The head of Arkham Asylum, Dr. Hugo Strange, is revealed to be Crane's guide in studying fear in their years of working together at Arkham (the first use of a fear toxin in Batman comics was used by Hugo Strange, btw). I think it would be cool to have Dr. Hugo Strange as well as Scarecrow in the same movie (like Batman Terror)
Carmine Falcone: Oh boy. This one's a toughie. Does anybody know how much concentration of fear toxin he got? Is his state permanent? If so, I'd rather not touch him. Leave him in Arkham. Have Maroni, Falcone's right-hand man, be his replacement in the sequels. Yet the empire is weaker, which gives the freaks more chances to rise up. If he gets cured, I would definitely bring him back on the streets. Either way, I'd like the mob back in the next one to show that the freaks are rising in Gotham and that regular gangsters are declining. Also, I'd want to see a mobster involved in Harvey's origin instead of the Joker.
Victor Zsasz: He's on the streets of the Narrows, unconscious, isn't he? Anyways, I think it would be cool to have a sequence in the next film in which Zsasz has been claiming victims and then Batman swoops in to take him out for good.
Richard Earle: I think it would be interesting to bring in Mr. Freeze in something like this. Think about it. Earle's a corrupt businessman. You've got the applied sciences division, which Earle shows zero tolerance to, basically. He'd show the same to a scientist trying to save his wife. Have that in the past (pretty much during those seven years in which Bruce was considered "dead" and Earle was the head of the company). Plus, just imagine a Wayne Industries party. The doors blow open, Mr. Freeze steps in looking for Earle as Bruce Wayne runs to get changed.
Arkham inmates: Hmm, well I think it would be cool to have some of the villains be "crazies from The Narrows." They're still kinda loose, right? Not all of them could've been cured with the antidote that Gordon had. Maybe Firefly? He claims to see images in fire, so possibly a long term side effect of the fear gas? Then again...Firefly's kinda lame. Oh well.

Scarecrow was last seen being tazed and riding away clinging to the back of a horse. If he comes back, I think he should have not just the mask, but have transformed in the Scarecrow of the comics. He’s running loose in The Narrows.
Ras Al Ghul was last seen closing his eyes and preparing for a crash. I have no doubt he survived and it would be cool if they shot deleted scenes of him crawling from the wreckage and maybe disappearing into the shadows. Maybe even have Talia come and help take him away so he can come back in a future film.
Falcone was last seen with his brain fried so I doubt we ever see him come back. While it was a good performance just about any other crime boss could fit in to take his place, Rupert Thorne anybody?
