Without a doubt it has to be the Cluemaster, I mean Joker. With Harvey Dent introduced in Batman 2 as well.

I personally hope the Joker is in the sequal, then Two-face in the third. That way they can flesh out the character of Dent in the sequal, so the audience realizes he was a good guy AND a friend to Bruce/Batman which will make his transformation all the more dramtic and tragic.

It makes the most sense that way. They should bring Harvey Dent in the second one and flesh him out as a character before turning him into Two-Face for part III. If he's already the villian in part 2, you've got less time to develop the character and develop the audience's feelings for that character.

I just hope that no matter who it is that they don't kill them off like every other Bat movie. Put them in Arkum and maybe use them again in another movie or something rather than just killing them off. One idea that I think would be cool is put them all in Arkum and Batman #4 introduce Bane and follow the comic book story line for a bit. Anyway, something along those lines.

Just curious...how do you think those villians should be protrayed or introduced in the sequels?
As an example, here's my rundown.
The Joker: No origin sequence like in B89. B89 did it pretty well and I'd rather not see a repeat. I'd like to see Joker introduced like he was in the new one-shot, The Man Who Laughs, which was also very true to Joker's first appearance in the comics in 1940. In it, he's mysterious and out for blood, yet still somewhat funny. He kills certain people as a form of revenge, all leading to a big plot that only Batman can stop.
Two-Face: Show Harvey Dent in the sequel and develop the character. Then the accident happens (have Carmine Falcone involved with it, like in The Long Halloween). Keep him mysterious for a while in the third one, having him kill mobsters for revenge. Then finally show his face in his first confrontation with Batman. Continue the movie with Two-Face having revenge on the mobsters that scarred his face and then trying to have revenge on his abusive father, before being stopped by Batman and going to Arkham, where Batman hopes he'll be cured (yeah right).
Catwoman: I really like the way she's protrayed in The Long Halloween, so I'll just go with that: a wealthy female socialite with a connection to Falcone. A skilled thief with ambiguous morals. And hopefully any one of the comic costumes that doesn't remind anyone of you-know-what.
Bane: Alright, time for something original. In the comics, at one point, Bane started working for Ra's as the new Ubu. I say that when Ra's comes back (with Talia hopefully), instead of an Ubu, use Bane. Have him an intelligent henchman/protege of Ra's. The Venom in his veins was manufactured by Ra's himself. He wants to become the heir to Ra's's empire, but Ra's only wants Bane to remain a lieutenant and Batman to be his heir; thus, Bane's rivalry with Batman is set up from the start. Bane slowly becomes more independent and breaks away from Ra's, at the end, to start his own thing after finding out that Ra's had something to do with his childhood in prison.
Penguin: I'd go for the gangster that's an Iceberg Lounge owner; something different from Tim Burton's Cobblepot. Keep him elegant and well-mannered. He is originally an ally with Falcone's mob, but eventually he allies himself with the "Freaks" lead by Joker against the mobsters. Whoever wins...he doesn't care. As long as he's on the side that emerges victorious.

Well I thought up of an interesting idea for Penguin. I know my original idea was the following: Penguin: I'd go for the gangster that's an Iceberg Lounge owner; something different from Tim Burton's Cobblepot. Keep him elegant and well-mannered. He is originally an ally with Falcone's mob, but eventually he allies himself with the "Freaks" lead by Joker against the mobsters. Whoever wins...he doesn't care. As long as he's on the side that emerges victorious. Wasn't sure where to post this, but here goes: Wayne Enterprises. Lucius Fox still works there along with his son, Lucius Jr. (who works in business and is basically the comic version of Lucius). One day, Oswald Cobblepot, who has a resentment against the Waynes (something creative with Thomas Wayne ruining the Cobblepot company by revealing that they were corrupt??) and his group of henchmen walk in and take the whole building hostage. He threatens Lucius (this gives Morgan Freeman a lot more to do 'cause face it...what else is his character going to do when Bruce Wayne gets all his gadgets? Get Bruce some bat shark repellant?) and wants to find some dirt on Bruce Wayne as well as steal the technology. There are some hairy times where he nearly comes across Bruce's secret as Batman when it comes to the technology stuff. Anyways you-know-who comes in to save the day. Cobblepot's henchmen mainly do the fighting, but Cobblepot handles the Dark Knight with his own gadgets and takes some cheap shots. In the end, Batman obviously wins. Needs some work, but it's a way to get an interesting version of the Penguin onscreen that's different from the Tim Burton version.

I'd like to see the Joker in the sequel but I don't want him to be killed off. He should keep popping up again, like he does in the comics. He's Bats no 1 nemesis isn't he? he deserves more than one movie.
